Timer interrupts and OC outputs do not work on ATmega16

The ISRs for timer 0, 1, 2 do not run, CTC mode, OC pin toggle.

OC1A and OC2 do not toggle.

The ISRs are active in version 0.4.13-SR5_Win64.
