When using the device I2C to parallel, I had to lower the current to the LEDs to 30 micro amperes to be able to appreciate the operation. It appears that this device provides 2V and a few micro amps of current.

Outputs of I2C to parallel are open collector driven by a pullup resistor, it is not intended to drive a LED directly.
You can use a transparent Latch to drive LEDs.
