If I press the external button, the voltage is 0v; but if I press rotary sw, the voltage is 0.74v (same electrical circuit), why?

Maybe because these switches we got are old and rusty...

But mos probably because it is not the same circuit.
This component is a rough approximation, some day it will get a renovation.

The problem is the internal switch that pressed does not offer zero ohms. It behaves as it had a series resistor.

Conect sw to D4. Press SW, output 2,5V, release... 5V.

D4 is an output at High state.

Wiring to D4 and changing the pin of SW to 4 in the program, of corse.

The idea is to observe the different behavior of the rotary encoder in these 2 pins, D17 and D4.

Seems that D4 is used by Adafruit_SSD1306:
Adafruit_SSD1306 display(128, 64, &Wire, 4);
